Missing Relevant Sections

This flag is used to mark pages that do not yet have at least placeholders for all relevant sections for its article type. Once the page has at least stubs for all applicable sections, you should remove this flag and make sure WPD/Flags/Content_Incomplete is applied, if appropriate.
